About this Opportunity:

WA Primary Health Alliance (WAPHA) is seeking submissions from organisations to provide Office-based and online videocall face-to-face delivered psychological treatment in the Perth Metropolitan Area.

Background Information:

The WAPHA commissioned Mindspot GP to provide an online Assessment for GP referred individuals to measure their symptom levels for a range of mental health conditions. Upon completion of assessment, a patient may join an online treatment course, delivered by Mindspot GP, or be referred for more interactive face-to-face psychological treatment.

The successful Respondent will be providing the face-to-face psychological treatment component which will be office-based and online videocall to the referred individuals from the Mindspot GP service. Generally this is for individuals who have mild to moderate mental disorders (most commonly anxiety and depression).

Are psychologists who hold provisional registration with AHPRA eligible to provide psychological therapy services under this contract?

No

The only change from previous version was that under Draft Activity Schedule C, Clause B.2.8(1)(c) was deleted.

Does the psychology support need to be for any person, or are we able to be specify that we can only provide psychology support for parents with parenting issues leading to anxiety or depression and not general psychology treatment?

The required psychological therapy services are identified in Draft Activity Schedule – Addendum 2 Clause B.2.5 Psychological Therapy/ies (PsycT) Services (pg 3). The eligibility for individuals is contained under Draft Activity Schedule – Addendum 2 Clause B.2.8 Eligibility (pg 6).

Will this tender pay for staffing resources needed to provide the service or is it expected that we have the existing resources required to deliver as a provider?

This is a fee for service/session payment contract. As per Draft Activity Schedule – Addendum 2 Clause C.3 Allowable Use of Fees (pg 10) – * A session payment is all inclusive of treatment and associated clinical administration for the individual plus meeting all reporting requirements and obligations under the Service Agreement and Activity.

Are in-person, office based consults mandatory or would WAPHA accept a bid which is solely a virtual, video-based service? If in-person consults are mandatory, what determines whether it will be an in-person or virtual delivery format? Is there any data which suggests historically the ratio of each mode of delivery?

As per Draft Activity Schedule Clause B.2.5 (2) (pg 4) – Both modalities need to be available to allow both options as a choice for the individual.

No data exists on the ratio of each mode of delivery as current service was only direct face to face modality.

Are applicants able to apply for partial components of the tender (i.e. online and non F2F) methods of delivering psychological treatment?

No

What area do the current referral stats cover, and can this be split to see stats for Perth North PHN and Perth South PHN?

Referral stats cover both Perth North and South PHN collectively. The split is approximately 40% Perth North and 60% Perth South.

Fee session costs – Is the Contractor paid only for the number of clients seen?

Yes

Fee session costs – Is the Contractor paid the agreed session cost for DNA’s / cancellations?

As per Draft Activity Schedule – Addendum 2 Clause C.3 Allowable Use of Fees (pg 10) – * A session payment is all inclusive of treatment and associated clinical administration for the individual plus meeting all reporting requirements and obligations under the Service Agreement and Activity.

Did Not Attend/Cancellation Fee is in accordance with the Contractors operational policy.

Fee sessions costs – are any session costs claimable from Medicare?

No, as per Draft Activity Schedule Clause B.2.18 (pg 8) – “it is a fundamental principle of Medicare that a Medicare benefit is not payable where a practitioner (anyone with a Medicare provider number eligible to bill Medicare) renders a professional service which has been funded from another source.”

Fee session costs – when submitting the tender must a session cost be calculated covering all costs (clinician cost, admin etc)

Fee session costs – will this include triage as well or is this a separate cost?

Yes, intake assessment counts towards the 10 sessions as per Draft Activity Schedule Clause B.2.5 (3)(b) (pg 5).

Fee session cost – what about training costs for staff?

No, training costs is not covered for staff.

Tender submission process RFX form, q2.4 asks for copies of audited annual financial statements. If our financials are prepared by an accountant but they are not audited, is it necessary to have them audited prior to including them in the submission?

No, please provide an explanation on the submission form of how your organisational financial statements are prepared if they are not audited.

What is the reason for Under the Activity schedule B.2.2 (b) “ ..that a referred person to the contractor may not be contacted for up to seven calendar days by the contractor....”

When an individual is referred, it is acknowledged that it might take the contractor up to 7 days to contact the referred individual, but until they contact the referred individual, as per Draft Activity Schedule – Addendum 2 Clause B.2.2 General Requirements sub clause (b), the clinical risk shall no way transfer to the Contractor prior to the Contractor accepting the person into the Activity.
